A combination like this (perigee and full moon) to produce a phenomenon called supermoon and 18 years can only occur once.
Called supermoon because the moon will be visible at night seven percent larger than ordinary full moon, or 14 percent bigger than the full moon when the moon in a position farthest to the earth. Super moon will light brighter 30 percent than of the full moon usually. Conditions that allow observers to enjoy the surface of moon and Saturn's as well as nearby.
Crater moon will be seen more clearly. It would be better to enjoy supermoon with a telescope, but using a telescope which diameter is too big will only make the eyes glare. I would suggest, 10-20 cm diameter telescope, binoculars, or just the naked eye if the sky bright and low light pollution.
